Self-sovereignty implies disintermediation. It takes the issuer (i.e., college or university) out of the role of sending an official, secure record from point A to point B and allows the learner to share her own secure record or parts of it without having to go back to the issuer every time. There are some issues or trust and authority that come into play here.

In reality, they would already be using RPA to manage the sending and whatnot in a perfect world- it's only the delay of academic institutions in using cutting edge technology + $$$ that they are even doing this with much human resources, anyway. Some institutions already do outsource this. So, this should be perceived as a benefit if done well and accurately understood.
